For the Beef Stew:
2 pounds beef chuck, cut into cubes
2 tablespoons olive oil
1 large onion, diced
3 cloves garlic, minced
4 medium carrots, sliced
3 celery stalks, sliced
4 medium potatoes, peeled and cut into chunks
4 cups beef broth
1 cup water
2 tablespoons tomato paste
1 teaspoon dried thyme
1 teaspoon dried rosemary
2 bay leaves
Salt and pepper, to taste
2 tablespoons cornstarch (optional, for thickening)
For the Dumplings:
1 1/2 cups all-purpose flour
2 teaspoons baking powder
1/2 teaspoon salt
2 tablespoons melted butter
2/3 cup milk

Prepare the beef: Pat the beef dry with paper towels so it browns properly. Heat olive oil in a large pot or Dutch oven over medium-high heat. Add beef in batches, browning on all sides. Remove and set aside.
